「私が有本恵子さんをだまして北朝鮮に連れて行きました」と、 八尾恵が、 平成14年（2002年）4月12日、東京地裁で証言しました。警察は証言に先立つ3月11日、有本恵子さんの失踪を、北朝鮮による拉致事件と認定し、特別捜査本部を設置しました。しかし、この時点でも政府は、「粘り強く話し合いを続ける」としか言わず、北朝鮮に毅然として返還を要求することはありませんでした。既に、恵子さんの失踪から19年経っていました。石岡亨さんの家族には、亨さんから、「有本恵子さん、松木薫さんらと北朝鮮にいる」との手紙と写真がもたらされていたにも関わらず、石岡さん、松木さんは拉致の認定はされませんでした。小泉訪朝の際、北朝鮮がリストを出してようやく認定されたのです。
八尾恵が、恵子さんのご両親の前で土下座して謝った時、ご両親は八尾恵を責めることなく、「よう言うて下さいました。感謝します」と言っています。そして、「今回、八尾さんが拉致したと証言して初めて拉致だと認めてもらえた。私らにしてみれば、拉致さえ認めてもらえない真っ暗の絶望から、ようやく一歩抜け出した気持ちでした。それがあの発言になったのです」と後に述べています。少し前まで、日本社会で拉致問題を訴えるということはそれほど、辛く、難しいことでした。
八尾恵は、よど号ハイジャック犯柴田泰弘の元妻で、昭和63年5月25日、神奈川県警に逮捕されました。コペンハーゲンで北朝鮮の工作員キム・ユーチョルと接触していた事実などから、北朝鮮工作員との疑いがかけられていましたが、家宅捜索の結果、工作員としての物証がなく、住民票への登記が偽名だったとして罰金5万円で釈放されています。八尾恵は、有本恵子さんをキム・ユーチョルに引き渡した後しばらくして日本に戻り、実は、横須賀でスナックを開業し、防衛大学校の学生に工作活動を行っていたのです。数か月しか営業していなかったので工作の成果はなかったと見られていますが、もう少し逮捕が後であれば、八尾恵と親しい防衛大学校出身者がどんどん偉くなり、防衛機密情報が北朝鮮に筒抜けになるところでした。
八尾恵は、『謝罪します』という本を書いたり、テレビで拉致実行犯であることを認めていますが、日本では八尾恵のような工作活動をした犯人を取締る法律が十分でなく、あるタイミングで再逮捕するつもりかもしれませんが、本人が実行犯だと言っているのに、未だに逮捕もしていないのです。
また、元夫の柴田泰弘は、昭和63年5月6日、兵庫県警に逮捕されています。この間、3年にわたり偽造旅券で何度も出入国を繰り返し、高校生の進路指導をしながら将来の「革命戦士」を養成する工作活動をしていました。
なお、前記キム・ユーチョルは、北朝鮮の外交官の肩書きで、旧ユーゴスラビア在ザグレブ領事館勤務となっていますが、欧州で日本人拉致を行ってきたよど号グループを指導しつつ監視する役割をもっていました。そのキム・ユーチョルが、コペンハーゲン空港待合室で有本恵子さんと写っている写真が西側情報機関によって撮影されていました。1983年7月16日のことです。そして有本恵子さんはモスクワ経由で平壌に拉致されたのです。この「西側情報機関」が日本に情報を提供していなかったら、有本恵子さんの拉致認定はどうなっていたでしょうか。

“I deceived Keiko Arimoto and brought her over to North Korea~ testified Megumi Yao in the Tokyo District Court in April 2002. Keiko Arimoto’s disappearance was certified as the North Korean abduction and the special investigation headquarters was established by the Japanese Govemment, but they did not ask North Korea for her return with firmness. Nineteen years have passed already since she was abducted by North Korea. Toru lshioka’s family had known that lshioka was with Keiko Arimoto and Kaoru Matsuki in North Korea by the photos and letters, but lshioka and Matsuki were not certified as North Korean abduction victims. When Prime Minister Koizumi visited North Korea and received a list of abducted victims from North Korea, they were finally certified as abduction victims.
When Megumi Yao knelt down on her knees on the floor to apologize in front of Keiko’s parents, her parents did not blame her. Instead, they said, “Thank you for apologizing. We really appreciate it.” Moreover, due to Yao’s testimony on the abduction, she was finally certified as ttie Nortn Korean abduction victim.” We felt deep hopelessness, but now that she is certified as an abduction victim, we feel uplifted and get one step out of the darkness.” was stated afterwards. This is how hard and difficult it is to brina attention to the abduction victims in Japanese society,
Yao Megumi is the former wife of Yasufiiro Shibata, the Yodo Flight Highjacker and she was arrested by the Kanagawa Prefectural Police in May 1988. Since sha had made contact with Kim Yu-Cheol, North Korean spy, In Copenhagen, she was suspected as working for the North Korean spy. After conducting the domiciliary search, they could not have find any evidence that warranted her arrest. They just found out that she had falsified her name on the resident registration. As a result, she received a fine for 50,000 yen and released. After handed over Keiko Arimoto to Kimu Yu-Cheol, Megumi Yao returned to Japan. The fact is that she was operating a snack bar in Yokosuka and she was spying on the students at the National Defense Academy. Since tne snack bar was open only for a few months, sne could not produce any big results from spying. However, if her arrest had been a little later, she almost could have obtained confidential information from her close defense college craduate students.
Yao Megumi has acknowledged her involvementnt as an abductioon perpetrator in her book and television shows. But, the law in Japan regarding spying activities like Megumi Yao is not sufficient to crack down as criminal activities in spite Megumi Yao admitting to her crime activities, the law doos not allow her to be arrested.
Moreoever, Yasuhiro Shibata, her former husband, was arrested in May 1988 by the Hyogo Prefectural Police Headquerters. During the three years up to his arrest, he entered Japan multiple times using fake passport and guided high school students on work activities as “the revolutionary warriors.”
Furthermore, the aforementioned Kim Yu-cheol was thought to be stationed in Zagreb, former Yugoslavia, as e North Korean Consulate diplomat; however, he had a role as directing and watching over the Yodo Highjakcers group abducting Japanese citizens in Europe. The Western lntelligence agencies had photos of Kim Yu-Cheol and Keiko Arimoto in the airport waiting room in Copenhagen in July 1983. And Keiko Arimoto was abducted to Pyongnyq via Moscow. If this evidence was not provided to Japan by
the Westen Intelligence Agency, what would have happened to Keiko Arimoto’s abduction certffication?
