なぜ、北朝鮮は「拉致したのは13人だけ」、「めぐみさんたち8人は死亡」という2つの嘘をつくのでしょうか。それは一言で言って、金正日が拉致の首謀者であることを認めたくないからです。
■金正日の責任が明らかに
まず、田口八重子さん拉致事件について検討しましょう。北朝鮮は「田口さんは1978年6月26日、宮崎市青島海岸で本人が、「北朝鮮に3日程度なら観光がてら行きたいという意向を示したから連れてきた」、「田口さんは金賢姫の日本人化教師である李恩恵ではなく、大韓航空機爆破事件は北朝鮮の犯行ではない」と主張しています。田口さんは当時、1歳と2歳の息子、娘をベビーホテルに預けたまま失踪しました。
田口さんから日本人化教育を受けた金賢姫の証言によると、田口さんはしばしば自分の子どもたちがいくつになるのか考えながら泣いていたそうです。また、失踪当時田口さんの近所に住んでいた方の証言でも、「田口さんは子どもたちをとてもかわいがっていた」といいます。
そんな田口さんが、「観光がてら北朝鮮に行きたい」などと言うはずがありません。北朝鮮の主張は田口さんとその子どもたちの人格まで冒涜する許せない謀略です。金賢姫は大韓航空機爆破テロには金正日の直筆指令書があったと証言しています。田口さんが帰ってきて金賢姫と再会すれば、大韓航空機爆破事件の真相と金正日の責任が明らかになってしまいます。それを回避するために、「死亡」と発表したのです。
■金正日が指令した工作員の現地人化教育で本格的な「拉致」に
元北朝鮮工作員の安明進氏は、「拉致は遅くとも1960年代からあったが、本格化するのは70年代中頃からだ。74年金正日が後継者に選ばれた後、対南工作部門、三号庁舎を掌握するために、それまでの工作活動を検閲し、その成果はゼロだったと批判した。そして、『工作員の現地人化教育を徹底して行え。そのために現地人を連れて来て教育にあたらせよ』という指示を出した。その指示により、多くの日本人、韓国人などが組織的に拉致された」と証言しています。
安明進氏は金正日政治軍事大学で1988年から91年まで、何回も横田めぐみさん、市川修一さんらを目撃したと証言しました。しかし、北朝鮮は、安明進氏は工作員などではなく「強盗殺人犯人」であり、金正日政治軍事大学は存在しないと主張しています。めぐみさんや市川さんたちが帰ってきて安明進氏に会えば、その嘘がばれてしまうのです。
■日本での秘密活動が明らかになってしまう
有本恵子さん、石岡亨さん、松木薫さんがよど号ハイジャック犯関係日本人により拉致され、3人とも死亡とされた背景も、やはり金正日の責任回避があります。
拉致の実行犯八尾恵は、平成13年（2001年）、救う会幹部に会った時、「金正日が与えた指令書『日本革命テーゼ』を全文暗記している」と語りました。彼女は有本さん拉致犯行に加わった後、日本に戻り、自衛隊内に北朝鮮のスパイを確保するため横須賀で防衛大学生に工作を展開して、1988年に逮捕されました。有本さんらが「死亡」とされたのは、金正日が命じた日本国内での秘密活動の実態が明らかになるのをおそれてのことです。
■なぜ生きている拉致被害者を「死亡」としたのか
なぜ蓮池薫さんたち5人は帰国でき、めぐみさんたちは死亡とされたのでしょうか。その理由は、以上に明らかなように、めぐみさんや市川さんが帰ってきて安明進氏に会えば、金正日が指令した対韓国テロ工作等が明らかになってしまうからです。
また、有本恵子さん、松木薫さん、石岡亨さんが帰ると、ヨーロッパでの拉致や日本国内での秘密活動の実態が明らかになり、それらを指令した金正日の責任が回避できなくなるのです。
さらに北朝鮮は、100人とも言われる日本人拉致被害者の中からわずか5人だけを帰すことで拉致問題を終結させ、日本から一日も早く莫大な「国交正常化資金」を得ることをめざしましたが、結局実現しませんでした。家族会の運動を支持する、日本人の世論の力が拉致問題の終結に納得しなかったからです。
■めぐみさんたちは生きている！
めぐみさんたちも名も知れぬ多数の被害者たちも生きています。このままで幕引きにさせるわけにはいきません。北朝鮮はこれからも2つのうそを主張し、日本政府と国民に救出を断念させようとするでしょう。日本は、北朝鮮の嘘を、怒りをもってはねつけました。政府は、平成18年（2006年）の北朝鮮によるミサイル連射、核実験を契機に、拉致問題への不誠実な対応も理由の一つとして、制裁を発動しました。国連安保理事会も制裁決議を全会一致で議決しました。平成17年（2005年）、国連総会は「拉致」という言葉を使って北朝鮮を非難する決議を採択しました。日本政府は、平成21年（2009年）4月の北朝鮮によるミサイル発射と5月の地下核実験の際に、「拉致」も理由の一つとして制裁を発動しました。
これらのことは「めぐみさんたちは生きている」、「拉致被害者全員救出のために、今こそ全面制裁を！」という国民の多数意思の表れです。小さな「家族会」の運動が、大きなうねりとなり、国際社会にも受け入れられるようになってきたのです。
めぐみさんたちは、いまこの瞬間も北朝鮮の地で救出を待っています。私たちは、すべての拉致被害者の即時帰還を強く求め、その実現のためにさらなる制裁を求めています。
KIM JONG IL: CONSPIRACY AND AVOIDING RESPONSIBILITY!
North Korea lying about two issues on “There are only 13 abductees” and “Megumi san included in the eight have died” is due to Kim Jong Il not wanting to admit that he is the mastermind of North Korea’s abduction issues.
-Kim Jong Il ‘s responsibility became apparent!
North Korea claimed that Ms. Taguchi, herself, expressed her interest in sightseeing North Korea at Aoshima Beach, Miyazaki Prefecture in June 1978; thus, she was brought over to North Korea. North Korea also claimed that Ms. Taguchi was not Un Hae Lee known as a Japanese teacher to Hyun-hee Kim and the Korean Air jet explosion was not committed by North Korea. At that time, Ms. Taguchi had dropped off her one-year-old son and two-year-old daughter at day care and she disappeared.
According to Hyun-hee Kim’s testimony, Ms. Taguchi was crying occasionally thinking about her children. Hyun-hee Kim received a written directive from Jong Il Kim to bomb a Korean Air Jet. The truth about Jong Il Kim’s responsibility became apparent at this testimony. In order for hide Jong Il Kim’s involvement in the conspiracy, North Korea announced that Ms. Taguchi was dead.
-Kim Jong Il sent a directed to spies on abducting local people for education and it became a serious “Abduction” program
Former North Korea spies, Ahn Myung Jin testified that the abduction has been happening at least since the 1960s, but the full-scale abduction began in mid-1970s. “Enforce the abduction program in order to educate people locally!” Under this directive, Japanese and South Koreans were abducted systematically.
Ahn Myong Jin has testified that he was witnessed Megumi Yokota and Shuichi Ichikawa several times between 1988 and 1991 at the Kim Jong Il Political Military University.
However, North Korea claimed that Ahn Myong Jin is not a spy, but a murderer and Kim Jong Il Political Military University does not even exist.
-The Secret Activities in Japan became apparent
When Keiko Arimoto, Toru Ishioka and Kaoru Matsuki were announced dead, the announcement was made for Kim Jong Il Kim to avoid his responsibility. In 2001, Megumi Yao, the abductor met the executives from the National Association for the Rescue of Japanese Kidnapped by North Korea, she expressed “I have memorized every single line in Kim Jong Il’s directive on “Japanese Revolution Instruction”. The reason why Kim Jong Il ordered her death was to keep his secret activities in Japan from being revealed.
-Why Did They Claim the Living Abduction Victims as Dead?
Why did the five including Kaoru Hasuike return to Japan? How about the other group including Megumi? Are they really dead? If they return to Japan and meet Ahn Myung Jin, Kim Jong Il’s directive on anti-South Korea Terrorism will be revealed. If Keiko Arimoto, Kaoru Matsuki and Toru Ishioka return to Japan, Kim Jong Il’s abduction in Europe and secret activities in Japan will be revealed and he will not be able to blame his responsibility to someone else. In spite of North Korea having close to 100 Japanese abduction victims, by returning only five abduction victims, they wanted to conclude the abduction issue, to normalize their diplomatic relations and to receive (Normalizing Diplomatic Funds). However, their plan did not finalize.
-Megumi And The Others Are Alive!
Japan repelled the lies told from North Korea. The Japanese Government placed sanctions on North Korea government in 2006 due to North Korea’s nuclear experiment, missile firing, and dishonest treatment of abduction issue. The United Nations Security Council unanimously voted for resolution on sanctions as well. In 2005 the United Nations General Assembly, decided to use the language “Abduction” and adopted a resolution condemning North Korea. Based on “the Abduction of Japanese to North Korea”, the United States Government put North Korea on the list of terrorist-supporting countries to show a strong will to resolve this abduction issue.
Starting from “Megumi and the other are alive!”, “This is the time put economic sanctions on North Korea to rescue all abduction victims.” are all examples of the public will on this matter coming together. The small movement starting from the Association of Families of Victims Kidnapped by North Korea has become a big swell and it has begun to be accepted by the international community as well.
At this very moment, Megumi and others are waiting to be rescued from North Korea. We need to strongly demand for the immediate return pf all abductees by placing further sanctions.
