北朝鮮工作員に取り込まれた在日朝鮮人が、在日米軍に関する情報収集や対韓国工作に従事していたところ、北朝鮮から貿易代表団として来日した工作員・金世鎬（キム・セホ）から「45歳から50歳位の日本人独身男性を北朝鮮に送り込め」との指示を受け、1977年（昭和52年）9月、かねてから知り合いであった東京都在住の久米裕（くめゆたか）さん（当時52歳）を石川県の宇出津海岸に連れ出し、北輯鮮工作船で来た別の北朝鮮工作員に引き渡した後、現場付近で石川県警察によって検挙されました。
警察では、乱数表や暗号表など、スパイ活動を裏付ける資料を押収したほか、その在日朝鮮人から、拉致の経緯、動機、状況などに関する具体的で詳細な供述を得ており、これらに基づき、必要な捜査を行った結果、北朝鮮による拉致容疑事案と判断しています。
警察は、この宇出津事件の主犯格である北朝鮮工作員・金世鎬の逮捕状の発付を得て国際手配を行うとともに、外務省を通じて、北朝鮮に対し、身柄の引渡しを要求しています。
THE CASE OF UTILIZING A SPY SHIP TO ABDUCT A JAPANESE CITIZEN (USHITSU INCIDENT)
While a North Korean resident in Japan was integrated into spying operation with collecting information on U.S. Military Bases in Japan and Anti-Korean work, SE-HO KIM disguised as a trade representative from North Korea arrived in Japan. SE-HO KIM directed a North Korean resident spy in Japan to send over a single Japanese male between 45 and 50 in age to North Korea. A North Korean resident lured a Japanese acquaintance he had known, Yutaka Kume, who resided in Tokyo, to Ushitsu Beach of Ishikawa Prefecture in September of 1977(Showa 52). After handing over this Japanese male over to a North Korean spy who came on another North Korean spy ship, the North Korean spy resident in Japan was arrested by the Ishikawa Prefectural Police near the vicinity.
At the police station, they seized materials such as the random number and code deciphering tables to support the espionage by the North Korean resident.
They also obtained specific details on an abduction request, motivation, and situation for their affidavit. Based on the affidavit and the result of the necessary investigation, they judged this case to be a concerning espionage by North Korea.
The police made arrangements to obtain an international arrest warrant for SE-HO KIM, a North Korean spy as the ring leader of the Ushitsu incident through the Ministry of Foreign Affairs and requested the North Korean government to extradite the custody of Yutaka Kume to Japan.
