1990年（平成2年）10月28日早朝、福井県美浜町の松原海岸に北朝鮮工作船の子船が漂着しているのが発見されました。船内や付近から、工作活動に使用される物品や、船の乗員と思われる2体の遺体が見つかっており、複数の北朝鮮工作員による組織的・計画的な不法入国事件と判断されています。この子船は工作船の母船に格納され、工作員が母船と沿岸を行き来する際に使用されるものとみられます。
北朝鮮工作船の活動に関しては、これまで、「九州南西海域工作船事件」や、この「美浜事件」において、船体、船内から発見された多数の証拠物等により、当該船舶を北朝鮮工作船と特定するに至っていますが、これ以外にも、相当数の北朝鮮工作船が我が国の領海内に侵入してきているものと思われます。
これら北朝鮮工作船は、これまでの検挙事例やその他の肩報を総合的に判断して、工作員の潜入・脱出を行ったり、日本人拉致等を行うことを目的として活動しているとみられます。
MIHAMA INCIDENT-The Incident of A Small North Korean Spy Ship Washed Up Ashore
A small North Korean spy ship washed ashore on the early morning of October 28, 1990 (HEISEI 2) was discovered on the Matsubara Beach, Mihamacho in Fukui Prefecture. The Coast Guard found the tools used for spying activities and two dead bodies suspected as the crew members on the ship on board and around the vicinity. It is determined that North Korean spies have organizationally and deliberately planned an illegal entry into Japan. This small ship was hidden in the main North Korean spy ship. The Coast Guard suspects that the spies used it for going back and forth from the main ship to the shore.
Regarding the activity of the North Korean spy ship, the Coast Guard has arrived at a decision that this is a specific North Korean spy ship. The discovery of a few espionage tools in the hull and onboard the ship from the “The Spy Ship in Kyushu Nansei Ocean Territory Incident” and the “Mihama Incident” made it evident.
The Coast Guard suspects that aside from these cases, there have been a considerable number of North Korean spy ships that have entered the Japan’ s territorial waters.
Judging from the previous arrest cases and the summing up the information to the present, these North Korean spy ships have been used for espionage infiltration and escape operation into Japan as well as the purpose of abducting Japanese citizens.
