平成18年6月28日、北朝鮮で金英男さんが家族と面会して会見し、翌29日韓国記者団だけと会見しました。
韓国の家族と面会した金英男さんは、平成16年11月に訪朝した日本政府代表団に横田めぐみさんの偽遺骨を手渡した元夫の「キム・チョルジュン」氏と同一人物です。金英男さん自身が、「キム・チョルジュン」が自分であることを認め、偽名を使った理由を「特殊事業をするため」と釈明しています。
金英男さんは昭和53年（1978年）8月、海水浴に訪れた仙遊島で北朝鮮に拉致された高校生の一人です。韓国内に侵入して逮捕された朝鮮労働党社会文化部所属工作員・崔正男が、1989年2月から1990年5月まで、金正日政治軍事大学分校の地下にある「以南化環境館」で、「金英男さんらから韓国人に化ける訓練を受けた」と証言しています。工作員教育のための「以南化環境館」というソウルのメインストリートそっくりの大規模な町並みがなんと工作員養成機関の地下に作られているのです。そこで、韓国の若者文化や言葉を知る高校生たちを拉致し、北朝鮮の工作員を「現地化」する教育が行われていたのです。
残酷な人道ショー
6月29日、北朝鮮・金剛山で、金英男さんが母の崔桂月さん、姉の金英子さんと28年ぶりに再開し、会見しました。金英男さんは、拉致ではなく北朝鮮に「救出された」、「めぐみさんは死亡した」などと発言しました。北朝鮮に拉致された被害者自身が、自分の拉致の事実まで否定して嘘の証言をせざるを得ないという残酷な人道ショー、許しがたい茶番劇でした。しかし北朝鮮の目論見とは逆に、韓国人高校生拉致が明らかになり、それが多数の韓国人拉致問題への関心を高めることになってしまいました。
金英男さんは、めぐみさんについて、「幼い時に事故に遭い、脳にひどい損傷を負った。頭痛が多く治らなかった」と言っていますが、横田早紀江さんは、 「めぐみは、小さいときに大きなけがをしたことがない。小さいとき、階段へ落ちたことはあったが、異常はなかった」と矛盾を指摘しています。また、「妻として、母として家庭生活を送れない精神疾患に至り、専門病院で治療したがうまくいかず、94年4月13日に死亡した」とも語っていますが、横田めぐみさんへの感情表現を抑えた冷たい言い方でした。「めぐみさんが何度も自殺を図っていた」というのもシナリオ通りに語ったのでしょう。しかし、めぐみさんの「死亡」に関する新たな証拠や事実はまったくありませんでした。「日本政府は信じようとしない。私を苦しめている」と批判しましたが、北朝鮮に無理に演技させられた金英男さんも気の毒でした。何よりも、 母と姉を前にして、嘘の発言を強要された金英男さんの姿に、日本でも韓国でも、北朝鮮の非情さを感じた方が多かったと思われます。
記者会見は、予め質問事項を提出させこれに金英男さんが答えるという形でした。なお、今回の面会・会見は、南北の「離散家族」面会事業の枠内で行われています。会見場には北朝鮮当局者多数がおり、金英男さんの一挙手一動を監視していました。実は、離散家族の面会は1回限り、以後一切会わせることはないという非情なイベントです。金英男さんの回答も、北朝鮮当局が練りに練ったもののはずですが、実際はミスがボロボロという代物でした。日本政府は金英男さんの記者会見の内容に「一考の価値もない」と切り捨てています。 安倍晋三官房長官（当時）は「めぐみさんを含む拉致被害者全員が生きているという前提で北朝鮮と交渉する」とし、英男さんの会見内容を認めない意思を表明しています。
これらの発言につき家族会では次のようにコメントしています。
「今の話ではこれまでの繰り返しです。生存を前提に政府に引き続き交渉をお願いし、何もなければ制裁を実施してもらいたい」（横田滋さん）。「今日は、色々なところで北朝鮮の謀略・計画性が見え隠れしていました。頭がにえくりかえるような、腹がにえくりかえるような思いを長い間してきました。このようなことを平然とやる国があるのです。小さい子どもを拉致して自分の国のために使うようなことはあってはならないことです」（横田早紀江さん）。「北朝鮮が拉致して、行方不明者とか離散家族にしてしまったのに、この場面だけみても、親切な北朝鮮というのは間違いです」（飯塚繁雄さん）。「人権という言葉を使いましたが、しらけるような言葉でした。 ジェンキンスさんも、 小泉首相の説得を受けても本心が言えなかったことを忘れないで下さい。めぐみさんが小さい時に事故に遭ったという、事実ではない話を新たに出してきたのは、めぐみさんが『生きている』とメッセージを送ったのではないでしょうか」（増元照明さん）。
金英男さんから横田夫妻への手紙
北朝鮮は、平成14年9月、金英男さんを「キム・チョルジュン」として横田夫妻に手紙を出させています。「手紙」には、めぐみさんが「93年に突然亡くなった」と書いてありました。ところが、帰国した拉致被害者の証言で、めぐみさんがその後も生きていたことが表面化すると、北朝鮮側は死亡時期を94年と訂正してきました。上記の会見でも、金英男さんにも「94年」と言わせています。また、「ご両親にお会いする機会があれば、めぐみの生活に関してより具体的なお話を申し上げる」とあり、横田夫妻に暗に訪朝を勧めています。金英男さんを何度も出すなど、横田めぐみさんの情報のみを集中的に出してくるのは、拉致救出運動のシンボルとなっているめぐみさんの「死亡」を納得させ、拉致問題を終結させるのが狙いと思われます。
NORTH KOREA FORCED MR. KIM YOUNG NAM TO LIE DURING HIS CONFESSION
Mr. Kim Young Nam confessed that he was forced by North Korea to lie during his confession in order to terminate the aim of rescue movement.
In June 2006, Mr. Kim Young Nam met his South Korean family in North Korea, he confessed that he is the same person as Kim, who handed over Yokota Megumi’ s fabricated remains to the Japanese government delegation in November 2004 and he also was Yokota Megumi’ s former husband. He confessed that he had to falsify his name due to a “special reason for business.”
Mr. Kim Young Nam is one of the high school students who got abducted while swimming at the Seonyudo Island in August 1978. Masao Shino was the perpetrator who belonged to the Ministry of Social Culture and got arrested when he tried to intrude into South Korea. He testified that he was trained how to impersonate South Koreans from Mr. Kim Young Nam from February 1989 to May 1990 in a hall at the basement of the Branch School of the Kim Jong Il Political Military University. North Korea abducted high school students of South Korea who were familiar with South Korean youth culture and language to facilitate perpetrators’ activity in South Korea.
A brutal human show
Mr. Kim Young Nam was reunited for the first time in 28 years with his mother and sister in June at Geumgan Mountain, North Korea. He announced that he was rescued by North Korea, not abducted, and also said that “Megumi has died.”
The people who were abducted by North Korea were to give their own abduction testimony and lie about the fact that they were abducted. It was a cruel show where the testimony of lies denied the fact and one cannot help feeling forgiveness. However, the reality was that the South Korean students were getting abducted by North Korea and the abduction issue awareness grew in South Korea.
In regards to Megumi’ s information, Mr. Kim Young Nam has expressed that she had a serious head accident when she was a child. Due to her accident, she was had terrible headaches frequently and never got cured. However, Ms. Sakie Yokota said, “Megumi has never had a serious accident when she was young. She has fallen on the staircase, but the accident was never serious,” and stated that his statements were inconsistent. Moreover, she has developed mental illness and could no longer sustain a home life. She was treated at a specialist hospital, but died in April 1994. While he was explaining about Megumi, he did not have much emotional expressions and sounded very cold. It was also said that Megumi expressed about wanting to commit suicide often, but the official death certificate nor any facts does not exist. Kim criticized that the Japanese government is not convinced by his explanation and he is being tormented. However, many citizens in Japan and South Korea one also felt pitiful to watch Kim acting and forcing lies out of himself to the figureheads from North Korea.
The family reunion for North and South Conference was conducted within the framework of business meeting. The members were told to submit questions prior to the conference. The North Korean officials were monitoring the conference. In fact, this family reunion was a one-time only heartless meeting. The Japanese government has expressed that the contents of Kim’ s press conference had no value at all.
At that time, the Chief Cabinet Secretary was Shinzo Abe and he wanted to negotiate with North Korea under the assumption that everyone is alive including Ms. Megumi Yokota and expressed not to admit the contents of Kim’ s press conference. In regards to these remarks, the Association of Families of Victims Kidnapped by North Korea expressed the following comments: “I want the government to continue negotiations under the assumption of everyone is alive and if there is no response, I want the sanctions to be implemented.” (Mr. Shigeru Yokota)
“It became very clear today about what North Korea is plotting and planning to do. I have been experiencing painful years of anger as if my belly was being flipped inside out. There is a country like North Korea which only operates with impassive expressions. It is an inconceivable act to abduct children and use them to benefit their own country. “(Ms. Sakie Yokota),
“North Korea is the country which abducted people and created missing people and separated families. Having the attitude of being thankful for having a one-time only reunion is a huge mistake.”(Mr. Shigeo Iizuka)
“The term human rights was used, but there was nothing inspiring about that kind of word being used. He reintroduced a story on Megumi’ s accident when she was little. However, the story sends a message to us that she is still alive. ” (Mr. Teruaki Masumoto)
A Letter from Mr. Kim Young Nam to Yokota Couple
In September 2009, North Korea has made Mr. Kim Young Nam as Kim Cheol-jun and addressed a letter to Yokota couple. The letter said that Megumi has passed away suddenly in 1993. However, when the abduction victims returned to Japan and testified that Megumi was still alive in 1994, North Korea corrected the date on her death to 1994. Even at the press conference, they enforced the year 1994. Moreover, North Korea has expressed that if there is an opportunity to meet Megumi’ s parents, they could go over more specific details on Megumi’ s life by visiting North Korea. The reason for focusing most of the attention on Megumi is due to her symbolic rescue movement. North Korea wants to convince Japanese audience that Megumi has already passed away so that they could conclude the abduction issue.
