平成16年11月9日から14日まで、第3回日朝実務者協議が行われ、横田めぐみさんについては、新潟の中学校の生徒証1枚、自筆のメモ（めぐみさんの略歴や家族関係が書かれたもの）1枚、写真3枚、カルテの綴りの写しなどの他、「遺骨」と称するものが渡されています。そして、11月15日、この日は、27年前に横田めぐみさんが拉致された日でしたが、内閣府支援室で、第3回日朝実務者協議に参加した薮中三十二・外務省アジア大洋州局長、斎木昭隆・同局審議官などから報告を受けました。薮中局長は、北朝鮮から提供された情報や物証について、「あまりにも不自然なことが多い」と報告しました。
3枚の写真を見て、横田早紀江さんは次のように述べています。
「大人になってからの2枚は落ち着いた姿で、困った様子は見受けられないが、（拉致直後のものとみられる1番目の写真について）ものすごく悲しい写真です（涙しながら）」。「（当時）捜して捜して捜し続けたあのときのままのめぐみが写っていました」、「訴えるような目で、寂しげな目で、私はこれからどうしたらいいんですかという目でこちらを見ていました。思わず写真に手を置いて『めぐみちゃん、こんなところにいたのね』って言ってしまいました」、「こんなに立派に育った。だけどこの人は絶対に返せない。骨つぼはそのメッセージだと思いました。なんて残酷な国なのか」。写真を前に、めぐみさんの双子の弟たちも、思わず声をあげて泣いたということです。

The Three Photos of Megumi from North Korea
The third Japan-North Korea Working-Level Consultation took place on November 9th to 14th in Heisei 16/2004. In regards to Megumi Yokota, her student ID card from Niigata Junior High School, her autograph notes(Megumi’ s biography and family relationships), three photos, a copy of medical records, etc. along with something referred to as “ashes” were presented at the consultation.
Then on November 15th, the day Megumi Yokota was abducted 27 years ago, The officials of Ministry of Foreign Affairs who had participatinged in the consultation, including Mitoji Yabunaka, Director-General, Asian and Oceanian Affairs Bureau, and Akitaka Saiki, Deputy Minister for Foreign Affairs, has reported on the outcome at the Office for the Assistance (of the Abductees and their Family), Cabinet Office. Yabunaka has reported that the information and evidence provided by North Korea were “often too unnatural.”
Looking at the three photos, Sakie Yokota stated the following:
“The two adult photos appear calm and cannot detect any trouble, but regarding the first photo that appears to be from the time Megumi was abducted make me feel very sad.” (as her tears streamed down her face). “The photo reminded me of just how Megumi appeared at the time when I searched and searched and searched for her.”
“Her eyes were trying to appeal something to me, reflecting loneliness and uncertainty of her future.” I involuntarily placed my hand on the photo and said, “Megumi-chan, you were in such a place.” “You have grown into a respectable looking adult, but the message of the urn tells me that you will never return. What a cruel country.” Having Megumi’ s photos in front of them, the twin brothers cried aloud.
