平成14年10月、外務省の斎木調査団が帰国し、北朝鮮側が「死亡」とする人々について提供した情報・資料を持ち帰った。家族会・救う会はこれらを精査し、同年10月24日、日本政府に対して、北朝鮮が提供した「死亡」情報の矛盾点・疑問点を整理し、「嘘に嘘を重ねた到底信じることができないもの」として究明を求めた。
8人の「死亡確認書」はすべて捏造だった。まず、横田めぐみさん以外の7人の死亡確認書の発行病院が7人とも同じで書式も同一だった。病院名ゴム印と丸印の位置をすかしてみると石岡、松木、原3人分がまったく同じ位置だった。つまり確認書の用紙が不足したため、ゴム印を押した状態でコピーを取ってそこに手書きで個人情報を書き込んだと思われる。また、有本さんの確認書の生年月日欄には石岡さんの生年月日が誤って記載されていた。「死亡」場所については、北朝鮮各地にばらばらに広がっているのに同じ病院が「確認書」を発行していた。
調査団の説明によると、この「確認書」は斎木昭隆審議官(当時)がテーブルを叩き、強い要求をした結果提出されたものという。当初は提出する気がなかったものを急遽捏造せざるを得なくなり、4つの道(日本の県に相当)で死亡した7人の確認書が同一病院から発行され、生年月日の写し間違いというお粗末なミスが発生したものと推測される。
このような人為的ミスがこの他の資料・個人情報にも多数見られた。
まず、北朝鮮側が出してきた、市川修一さんと増元るみ子さんの「結婚登録申請書」では、市川さんと増元さんの生年月日が間違っていた。市川修一さんの死亡確認書でも同じ間違いがあった。従って、この申請書は本人に関係ないところで偽造されたのである。そもそも、招待所にいた期間に結婚登録申請書なるものを出す必要があるはずがない。
北朝鮮が提出した個人情報では、松木薫さんの住所は、「熊本県健軍」とされているが、この住所は松木さんが拉致されたあとに家族が引っ越した住所で、本人は知り得ないものだった。増元るみ子さんの住所も、拉致された時の住所ではなかった。横田めぐみさんの住所にも不審点があった。実際の本籍にはない「ユゲ」という意味不明の語があった他、両親によれば本人は本籍を知らないはずという。
その他、市川修一さんと増元るみ子さんの北朝鮮での目撃証言の時期が拉致以前であり、市川さんが「電話修理をしていた」との証言も、市川さんが電電公社に勤めていたことから捏造されたものであろう。市川さんは技術者ではなく修理の専門家ではなかった。
拉致被害者家族も多数の不審点を指摘した。
市川修一さんの死因は溺死とされたが、「本人は水泳が好きではなく、9月に入って寒くなる時期にわざわざ海水浴をすることも不自然で、招待所にいた時期に監視抜きで泳ぐことができるか疑問」という。
増元るみ子さんは心臓病で死亡とされているが、本人はいたって健康体で、27歳の若さで心臓病により死ぬなど考えられない。
二人の幼児を抱えた田口八重子さんが、「3日程度なら観光がてら行きたい」などと言うはずがない。これは田口さんの人柄を侮辱したものでもある。田口さんは、大韓航空機事件の犯人金賢姫の日本人化教育を行った「李恩恵」であるのに、別人と強弁せざるをえなかった。本人であれば北朝鮮の犯行が明らかになるから証言を捏造したのである。田口さんの死因については交通事故としながら、事故調書が提出されなかった。また、結婚登録申請書の国籍が「朝鮮」とされており、婚姻前の住所の記述がない。田口さんについては絶対に隠蔽しろとの命令があったのであろう。
有本恵子さんの死因は石炭ガス中毒死とされるが、帰国した浜本(地村)富貴恵さんは、「招待所の暖房は石炭を使わない」と証言している。死亡日は1991年1月16日となっているが、これより後に、遠藤忠夫氏(ウニタ書店経営=当時)が、「恵子さんらは生きている、自分は金日成の侍医につながるコネクションがあるから、会見を中止すれば助けてやる」と語って、会見を事実上中止させたことがあり、その時点では恵子さんは生存していたはずである。
North Korea Abductees: They Are Alive! Numerous Lousy “Fabricated Materials a nd Information”
The Association of Families of Victims Kidnapped by North Korea and The National Association for the Rescue of Japanese Kidnapped by North Korea scrutinized the materials and information brought back by Saiki’s investigation team under the Ministry of Foreign Affairs in October 2022. They asked the Japanese Goverment to research contradictions and unclarified issues of the “death” information provided by Nortn Korea, and many discrepancies were found.
The legal domicile of Megumi Yokota that was clearly unknown had “Yuge” that did not make any sense. The death confirmation of seven other abductees who were llving in different parts of North Korea somehow had the certrficates issued by the same hospital. Obviously, the certificates were copies with the rubber stamp on each and the personal information was filled out later.
The mistakes were found on the certificate regarding the birth date and the wedding registration date for Shuichi Ichikawa and Rumiko Masumoto. Moreover, the timing of their witness testimony came before their abduction. There was a mistake in the job description as well. Ichikawa was working at Nippon Telegraph and Telephone Public Corporation, but the witness testified that “he was repairing phones” in spite of never been a telephone repair technician.
The Association of Families of Victims Kidnapped by North Korea stated many suspicious points.
The cause of death for Ichikawa was stated drowning in September; however, Ichikawa did not like swimming and to bathe in the sea in September seems unnatural because the water begins to iet colder for swimming .
In regards to Rumiko Masumoto, despite her relatively young age as 27 years old, her cause of death was due to a heart disease.
As for Yaeko Taguchi’s cause of death was due to a traffic accident, there was no submission of a traffic accident report. For Keiko Arimoto, her cause of death was due to poisoning coal gas, but Tokie (Chimura) Hamamoto who has returned home to Japan testified that they did not use coal for heating in the guest houses. Although her day of death has been stated January of 1991, Tadao Endo (Unita Bookstore Proprietor) expressed later that “Keiko and others are alive! I have connections to the North Korean side, and if you abort the conference. I can help you”. The conference was canceled. At this point, Keiko seemed to have been alive.
